The plan to bring a 125-store outlet mall and hotel to the St. George section of Staten Island could be in jeopardy, along with the thousands of jobs it would've brought to the community.

NY1 has exclusively learned that the City Council is exploring a way to approve a proposed Ferris wheel while shelving the outlet mall plans.

The two projects are currently linked for the approval process.

A vote was set for October 30.

Sources say the issue stems from the mall developers' stance on union labor. BFC Partners agreed to use unionized labor for only part of the job, while union leaders have pressed elected officials to have union workers for the entire project.

City Councilwoman Debi Rose, whose support is seen as crucial to the project, told NY1, "I continue to negotiate the best possible deal for Staten Island."
